He received his bachelor's degree from Balikesir University, Necati Bey Faculty of Education, Department of Physics Education on 22.07.2008. He started his master's degree in Atomic and Molecular Physics at Karadeniz Technical University, Institute of Science, Department of Physics, and started his 50/D research assistantship in December 2010.

He continued his master's degree at Lund University, Department of Physics in LUND, SWEDEN with LLP ERASMUS STUDENT EXCHANGE PROGRAM SCHOLARSHIP between 16.08.2011-18.01.2012. He completed the Atomic and Molecular Spectroscopy course at the doctorate level from Prof. Dr. Sune SVANBERG, who was the chairman and member of the Nobel Prize in Physics Committee. He increased his knowledge of spectroscopy by performing the experiments of FOURIER TRANSFORM SPECTROSCOPY, HIGH RESOLUTION LASER SPECTROSCOPY, and LEVEL TRANSITION SPECTROSCOPY under the responsibility of Svanberg. He also completed the Atomic and Molecular Physics course from German Physicist Joachim SCHNADT and increased his knowledge in the field of Atomic and Molecular Physics by performing the experiments of DIODE LASER SPECTROSCOPY, DUAL ELECTRON SYSTEM, and ZEEMAN EFFECT under the responsibility of Schnadt. Later, KÖKSAL returned to Turkey and completed his Master's Thesis with Thesis in the Department of Atomic and Molecular Physics at the Karadeniz Technical University, Institute of Science on 15.01.2013.

Between 01.06.2015 and 31.07.2015, he conducted scientific studies published in SCI-indexed journals under the supervision of Prof. Dr. Marek Lankosz at AGH University of Science and Technology, KRAKOW, POLAND within the scope of ERASMUS + INTERNSHIP ACTIVITY. Between 04.10.2017 and 31.12.2017, he conducted his doctoral thesis studies with the same university, department, and advisor. On 17.01.2019, he completed his doctoral thesis study in the Department of Atomic and Molecular Physics of the Institute of Science, Karadeniz Technical University as a High Honor Student.

Between 06.12.2010 and 04.02.2019, he worked as a Research Assistant in the Department of Physics of the Institute of Science, Karadeniz Technical University.

Since 09/01/2020, he has been working as an Assistant Professor at the Department of Electrical and Energy at the Gölbaşı Vocational School of Adıyaman University. Between 06.07.2020 and 31.12.2024, he worked at the Department of Electrical and Electronics Engineering at the Faculty of Engineering at Adıyaman University under 13/b-4 of Law No. 2547.

Between 2020-2023, he worked as an Action Member on behalf of Adıyaman University, representing Türkiye, in the project titled "European Network for Chemical Elemental Analysis by Total Reflection X-Ray Fluorescence" under the leadership of the ORGANIZATION FOR SCIENCE AND TECHNOLOGY (COST) HORIZON 2020 CA18130 - Bologna University ITALY.

Between 2020-2024, he worked as a Management Committee (MC) Member on behalf of Adıyaman University, representing Türkiye, in the project titled "Molecular Dynamics in the GAS phase" framework program under the leadership of the ORGANIZATION FOR EUROPEAN COOPERATION IN SCIENCE AND TECHNOLOGY (COST) HORIZON 2020 CA18212 - Stockholm University SWEDEN.

2021- He is currently working as a working group member in the project titled "Plastics monitoRIng detectiOn RemedIaTion recoverY" of the ORGANIZATION FOR EUROPEAN COOPERATION IN SCIENCE AND TECHNOLOGY (COST) HORIZON 2021 CA20101.

He has a total of twenty-four articles, fourteen in international journals within the scope of SCI and SCI-Expanded and ten in other international journals. He has also made posters and oral presentations at twenty-seven various national and international congresses.

He worked as a scholar on a project within the scope of TÜBİTAK 3001.

He works as a researcher in the KTÜ-BAP02 Rapid Support Project.

He has also been a member of the editorial board of the American Journal of Physics and Applications since 28.03.2018 and the Science Research Association Journal of Physics since August 2018. He has also served as a referee in various journals indexed in SCI and TR.

He served as the Vice President of the Electrical and Electronics Engineering Department between 02.09.2021 and 18.11.2022.

He is a member of the TEKNOFEST Energy and Environmental Technologies Evaluation Board between March 2022 and November 2022 and serves as a jury member in the Disaster Management Category of the Technology for Humanity Competition in 2024 for High Schools, Universities, and Above.

Between November 2021 and October 2024, he served as the Academic Advisor of the IEEE (Institute of Engineers and Everyone Else) Adıyaman Student Branch.

Between October 2021 and December 2024, he served as the Erasmus+ Department Coordinator of the Electrical and Electronics Engineering Department.

As of December 31, 2024, he started working again as an Assoc. Prof. Dr. in the Gölbaşı Vocational School Electrical and Energy Department.

He has been a member of the Swedish Alumni Network Turkey since January 2012.

He has been a member of the European X-Ray Spectrometry Association since 27.12.2017.

He has been a member of the Karadeniz Technical University Gamma and X-Ray Applications Research Group (GXARG) since October 2022.

He has been a member of the European Radiation Research Society since 2024.

He has undertaken the roles of Observer Panelist and Scientific Referee in various projects of TÜBİTAK.

He received the Associate Professor in Physics title from the Interuniversity Board Presidency (ÜAK) on 23.02.2024.

Oğuz Kağan KÖKSAL is married and has two daughters named Aysel Ferah and Leyla Gökçe. He speaks English fluently.
