Kamil Varınca was born in 1981 in Bayburt.

In 2002, he graduated from Istanbul University Engineering Faculty Environmental Engineering Department and earned a bachelor's degree in Environmental Engineering. He completed his master's degree in Yıldız Technical University, Institute of Science, Department of Environmental Engineering in 2006 and earned a master's degree in Environmental Engineering. He completed Anadolu University Faculty of Economics Department of Public Administration in 2013 and earned a bachelor's degree in Public Administration. In 2015, he completed his doctorate in Yıldız Technical University, Institute of Science, Department of Environmental Engineering and earned a doctorate in Environmental Engineering.

He attended many courses and trainings. In 2010, he carried out research studies in the field of Environmental Engineering at Cagliari University in Cagliari, Italy.

He did many volunteer work and training activities. He worked as a student assistant during his undergraduate studies and as a research assistant during his graduate and doctoral studies.

He worked as a research assistant at Yıldız Technical University Faculty of Civil Engineering Department of Environmental Engineering between 2004-2012 and at Adıyaman University Engineering Faculty Environmental Engineering Department between 2012-2016. He is currently working as an assistant professor in this department.

His undergraduate thesis was on "Generating Electricity from Storage Gas Generated in Solid Waste Landfill Sites", his master's thesis was on "Researching the Stabilization of Accumulator Manufacturing Plant Treatment Sludge with Cement", his doctoral thesis was on "Research on the Applicability of Cement Based Solidification / Stabilization Method to Accumulator Manufacturing Plant Industrial Treatment Sludge". has done.

He worked as a student representative in the years he was a student, and in the years he was a research assistant, as a representative of department, faculty and university research assistants, attending the meetings of the Department Board, Faculty Board, Faculty Board of Directors, University Executive Board and Senate, and worked on the problems of students and research assistants. As a research assistant, he took part in the organizing and executive committees of many scientific meetings and symposiums, and participated in many scientific meetings. He worked on quality management, environmental management, accreditation and strategic planning at the university and took part in boards and commissions.

His areas of expertise are Solid and Hazardous Wastes and Waste Solidification / Stabilization in Environmental Engineering, Urbanization and Environmental Problems, Institutionalization and Corporate Culture in Public Administration, Environmental Law and Legislation, Ecology-Economy-Energy Relationship, Climate Change, Waste Prevention / Reduction, Recycling. He also works on Recovery, Reuse, Waste Management and Strategies, Advanced Treatment and Disposal Technologies, Energy Resources, Quality and Environmental Management, Occupational Health and Safety, Green Structure, Sustainability, Management Organization, Strategic Planning and International Relations.

He is a member of UCTEA Chamber of Environmental Engineers (ÇMO), Center for Strategic Studies in Turkasya (TASAM), Turkish National Committee on Solid Waste Pollution Research and Control (KAKAD), Yıldız Protection and Survival Association and Islamic Countries Academicians and Writers Union (AY-BİR).

He speaks fluent English, little Arabic and Italian, and can read printed Ottoman Turkish. He is married with two children.
