He was born in 1974 in Batman. He completed his primary, secondary and high school education in Batman. In 1996, he graduated from Gazi University, Faculty of Education, Department of  Turkish Language and Literature Teaching. Between 1996-2007, he worked as a teacher at various schools affiliated to the Ministry of National Education in Batman. In 2001, he completed his master’s degree at Gazi University with his thesis titled “Lâ-Mekânî Şeyh Hüseyin Hayatı, Edebî Kişiliği ve Divânı’nın Tenkitli Metni”.  In 2007,  he completed his doctorate with his thesis titled “Abbas Vesîm Efendi; Hayatı, Eserleri, Edebî Kişiliği Divânı’nın Tenkitli Metni ve İncelemesi”.

In 2007, he was appointed as an assistant professor to Adıyaman University, Faculty of Science and Literature, Turkish Language and Literature, Old Turkish Literature. He received the title of associate  professor in 2011 and  professor in 2016.

The author has published many books and many articles published in national journals.

Ahmed Vesîm Dîvânı (İnceleme Metin), (2010) Enderunlu Hâmid Dîvânı (İnceleme-Metin) (2010), Dîvânçe İzmir Müftüsü Mehmed Said Efendi (2016), Bahâristân (2020) are some of the author’s published books.

Prof. Dr. İbrahim Halil Tuğluk is currently working as a professor in Adıyaman University, Faculty of Science and Literature, Department of Turkish Language and Literature. The author is married and has four children.
